Developer Upstream Investments LLC and the Guidiville Band of Pomo Indians want to build a new gaming "megaplex" in Richmond, Calif. According to the Contra Costa (California) Times, the proposed $1 billion, 85-acre mixed-use development includes plans for a casino and two hotels with a combined 1,100 rooms, retail units, restaurants, a conference center, 340 residences and tribal facilities. But before they can break ground, project backers need federal officials to declare the proposed site at Point Molate "restored Indian lands," so the Pomo tribe can acquire an exemption to a law that forbids gaming on tribal land acquired after 1988.
